Lincoln County Jail Roster Overview

The official jail roster path for Lincoln County is the WVDCR regional jail system. Western Regional Jail and Correctional Facility serves Lincoln County along with Cabell, Mason, Putnam, and Wayne counties. The Lincoln County Sheriff's Office may make arrests and hold local law-enforcement records, but it does not operate the public regional jail roster or the jail in Barboursville.

The two jail-level tools are the WV Regional Jail Offender Search and Daily Incarcerations. The name search works for a known person. Daily Incarcerations is useful when the task is to browse a current county list and select Lincoln from the county dropdown. Both pages warn that public information may change fast and may not reflect true current location, status, release date, or complete case detail.

Search Lincoln County Inmate Records

A searcher should begin with the jail search if the arrest is recent, the case is pending, or the person may be held before trial. Entering the correct last name is the key field. If the spelling is uncertain, try the first three letters and then narrow by first name, age, facility, or charge information shown in the results.

2. For a person search, enter at least the first three letters of the last name and add a first name when known.
3. For a county list, select Lincoln from the Daily Incarcerations dropdown and complete the reCAPTCHA.
4. Review the result for facility, name, charge, booking or admission details, and custody status.
5. If no jail result appears, check WVDCR prison search, VINELink, the BOP locator, ICE ODLS, or the relevant court record.

The Lincoln County Sheriff's Office remains the local route for arresting-agency records such as incident reports or sheriff-created booking paperwork. Current custody questions should go to Western Regional Jail at the facility number, because the jail holds the regional custody record.

Booking After Lincoln County Arrest

A Lincoln County arrest may begin with the sheriff, West Virginia State Police, Hamlin or West Hamlin police, or another agency. The person may be processed by the arresting agency, taken before a magistrate or judicial officer, and then transported to Western Regional Jail when jail custody is ordered. West Virginia Code §62-1-5 provides that a complaint must be filed promptly when a warrantless arrest is brought before a magistrate under the rules.

Jail intake usually includes identity checks, search, property inventory, fingerprints, booking photo, medical or mental-health screening, classification, and housing assignment. The 2025 PREA audit reports that Western Regional Jail uses maximum custody level and 32 housing units. After booking, the public roster may update, but WVDCR warns that status and location can change quickly.

Lincoln County Inmate Visitation Rules

Western Regional Jail uses non-contact visitation only, and the WRJ brochure says there are no walk-in visits. Visitors call the scheduling line on call-in days between 9:00 a.m. and 3:00 p.m. Visits are thirty minutes, first-call first-served, and the visitor must be registered when the appointment is made. The appointment maker must give identity and relationship details for every visitor.

Mail and Funds for Lincoln County Inmates

The WRJ brochure and WVDCR statewide pages should be reconciled before sending mail or money. The WRJ brochure says all mail is photocopied, inmates receive the copy, and originals are destroyed. WVDCR's statewide mail page gives the Phoenix, Maryland scan-mail address format using the inmate's full name, OID number, full facility name, and a full sender return address.
